EAST REGION HOCKEY UMPIRING ASSOCIATION

It is now just a week before we all get together for the traditional pre-season meeting that is PLUM. We have extended the Saturday program to include three centres, Old Loughtonians H.C, Redbridge S.C and Chelmsford H.C, with Chelmsford and Redbridge hosting Sunday’s event. Those of you who entered your availability before the deadline have been allocated games on Saturday. Those of you who missed the deadline and are now entered for both days will be accommodated on Sunday if resources allow.
Please note that we have tried to allocate games as fairly as possible but obviously some appointments will be more popular than others. We will are only able to change appointments if
1. The person requiring a change has found someone willing to change.
2. The Selectors are confident that the members concerned are suitable replacements
3. The change does not interfere with planned purpose.
We will be appointing reserves to matches where possible but these will be notified on the day

(A number of trainee coaches will also be attending the event.)

Each pitch will have a selector overseeing it throughout the weekend, so no one will lose the opportunity to show that they have started the season refreshed and in good form.

Reserve umpire/ table assistant. We are very short of table officials this year so a reserve umpire will be appointed for each game. If you are appointed as reserve please assists the table delegate or if required act as the table delegate for the match. Please report to the Tournament Director (Brian Perks Chelmsford) Sheila George (Old Loughts) Daphne Menear (Redbridge) who will provide score sheets.,


Fitness Testing
Liz Pelling is coordinating fitness testing and those of you who wish to take one should notify Liz as soon as possible.

New Rules:
We will be playing to the new rules as recommended by England Hockey
PRESS STATEMENT
Changes to the Rules of Hockey (Outdoor)
These changes will be applied to all outdoor 11 a‐side hockey in England on 1st September 2010.
They shall apply to all international competition with effect from 1 January 2011
With reference to the numbered Rules in the 2009 edition of the Hockey Rules the changes are:
Rule 9.15: “Players must not force an opponent into offending unintentionally”.
This Rule is deleted.
Rule 13.1: Location of a free hit.
This former Mandatory Experimental Rule becomes a full Rule of Hockey.
Rule 13.1.d: “A free hit awarded inside the circle to the defense is taken anywhere inside the
circle or up to 15 metres from the back‐line in line with the location of the offence,
parallel to the side‐line”.
The option of taking the free hit “anywhere inside the circle” is deleted.
Rule 13.2: Taking a free hit, centre pass and putting the ball back into play after it has been
outside the field.
This former Mandatory Experimental Rule becomes a full Rule of Hockey.
Rule 13.3.h: “Taking a penalty corner … until the ball has been played, no attacker other than the
one taking the push or hit from the back‐line is permitted to enter the circle”. When
an attacker enters the circle before permitted, the penalty corner is taken again
except that when attackers persistently enter the circle before permitted, a free hit
is awarded to the defence. In the full printed set of Rules, the penalties which
apply for an offence during the taking of a penalty corner will listed in detail.
Rule 13.9.a: For an offence during the taking of a penalty stroke”. If the stroke is taken before
the whistle has been blown and a goal is scored, it is taken again.
Rule 13.9.c: “For an offence during the taking of a penalty stroke … for any other offence by the
player defending the stroke which prevents a goal being scored”. Instead of a goal
being awarded, the penalty stroke is taken again. This means that Rules 13.9.c and
13.9.d both now lead to the penalty stroke being taken again.
Copies of the new Hockey Rules books (outdoor and indoor) will be available for purchase from the
EHB in September 2010. An order form will be posted to the website www.englandhockey.co.

PLUM 2010 Conference schedule.
Due to increased number of games being played at PLUM it has become very difficult to organise a meaningful conference so we have decided this year to run a workshop at all three centres on Saturday.
These workshops will include watching a game, coming together to discuss the issues presented, and an explanation of our planned future appointments policy. Workshops will be held in the Old School room at Loughts, in the conference room new building at Chelmsford and the tennis room at Redbridge. .

We are also conducting a level 2 umpire coach’s course at Old Loughtonians which will begin at 9.30 am sharp in the Old School room.

Would all umpires please make a note of where they are umpiring and at what time [ THIS IS YOUR RESPONSIBILITY NOT OURS ]
Some of you will be umpiring at different centres on the same day so make sure you are there in good time. If you don't need to hang around, get over to the next centre early and get ready. Allow time just in case the traffic is heavy , please arrive early not just before your game.

This is your pre-season so make the most of it!!

All runners are reminded to bring their completed Test form with them that is availabale in the Web Handbook. Distances are listed on the form.

All umpires wishing to take the test should aim to do the test at these times, regardless of the time of their appointed matches. Due to the excellent programme of hockey that Jack and the PLUM team have devised, there is no free pitch time to carry out tests at different times. Please make sure you arrive ten minutes before the above slot times as matches start 30 minutes after the bleep tests at each venue.

Anyone wishing to complete a fitness test at PLUM needs to contact Liz Pelling (lpelling1@aol.com) who will coordinate the timing and venue of the tests with Ray Allum. Please indicate to Liz if you wish to run a Bleep or Cooper test - details of levels required are available from the link below and in the Web Handbook under fitness. Those running should bring a completed form with them to PLUM.

13th August 2010Coaches Course at PLUM.
Those wishing to take part in the training course for umpire coaches should gather in the Old School room at Old Loughtonians H.C . at 09.30 on Saturday 11th September. It is intended that there will be some practical work for candidates to do in conjucttion with a mentor.
Most of the candidates will be centred at either Old Loughtonians or Redbridge on Saturday and Redbridge or Chelmsford on Sunday.
Anyone who is interested and has not done so already should contact myself ASAP.

3rd August 2010New for 2010/11
In order to encourage umpires with potential to progress, the Assessments and Appointments Committee have agreed a new addition to the panel structures. In future umpires on panel B who have shown by their commitment, fitness and most importantly performance, will have a star added to their name i.e. Joe Bloggs *.
Umpires who are awarded stars will be given 2nd priority (after panel A) for appointments to those games of special importance. These games may be of Premier A standard or be games with significant requirements in Premier B (derby games etc)
It is also intended that new members who show exceptional potential will quickly be escalated into Panel B where they may be given the opportunity to umpire games at a higher level. While we appreciate that this may mean that some of our members may become low priority for appointments the committee is of a mind that ability, performance, fitness and commitment must be rewarded, and that the game deserves to have the best men and women for the job. The committee is also mindful that we have among our ranks some members who have given and continue to give sterling service and excellent performance yet may have limited potential. Such people will always be valued by the Committee and we are aware that we need to be fair to all. For that reason there will be no major changes made to the panels until we have had the chance to see the bulk of our membership.
The Committee will be holding a preliminary meeting prior to PLUM to discuss who if any on past performance will be awarded stars. We intend to watch people at PLUM and early in the season, so the opportunity is there for all to impress.
We shall review the panel structure again in December to decide if any further changes need to be made.
Those wishing to progress need to note that in order to be considered for promotion to Panel A umpires need to have passed the fitness test . It also follows that those wishing to be starred should also show commitment by taking the fitness test.
PLEASE NOTE: I will be unavailable during the next couple of weeks so please direct any questions to your panel Selector or the Chief Coach.

3rd August 2010TECHNICAL OFFICIATING

It has been the practice for the past few years to run a training/familiarisation for Technical Officiating at the PLUM pre season tournament.
This year PLUM is being held on Saturday and Sunday 11th and 12 September next. Three venues: Chelmsford [Sat and Sun], Old Loughtonians [Sat] and Redbridge [Sun]. Running such a course this year will be very dependant on numbers so if you are interested in becoming a Technical Official and would like to attend, or have more information, would you please contact Sheila George as soon as possible by e mail, smg.68@btinternet.com or telephone 01493 752189.

Stop Press. French National League team Wattignies are to attend PLUM for the first time in the 15 year connection between the club and ERHUA. If any member feels confident enough in their language skills to act as liaison officer to Wattignies H.C over the weekend ,please make themselves known to Jack Warner or Norman Hart.

Over 30 clubs already confirmed with a few more still to come. We have had interest shown from clubs on the continent, so watch this space!!!!
This year at PLUM I intend to run a course for prospective level 2 coaches. It is open to all level 1 coaches or levels 2 and 3 umpires . The course will entail lots of practical work with level 2 umpires.

5th May 2010East H.U.A have a common wealth of talent.
East members Will Drury, Dawn Henning and Andrew Kennedy have all been appointed to umpire this years Commonwealth games in Delhi in October. All three have various appointments in Europe during the summer. Lili James umpires G.B. v Germany at Bisham Abbey on the 11th May.
Well done all. ERHUA are proud of you.
